ELECTRONIC ACCESS POLICY

Driftwood Public Library

All electronic information, services, and networks provided directly or indirectly by Driftwood Public Library will be readily available to all library users, with the exception of other users’ personal library records, which are confidential. No fees will be charged for the provision of information services to library users beyond printing costs. Parental permission is required for minors to use the Information Station wireless access, or Computer Bay computers.

Providing connections to global information, services, and networks is not the same as selecting and purchasing material for a library collection. Determining the accuracy, or authenticity, of electronic information may present special problems. Some information accessed electronically may not meet the library’s collection standards. It is, therefore, left to each user to determine what is authentic. Driftwood Public Library encourages parents and guardians who are concerned about their children’s use of electronic resources to provide guidance to their own children.


Public Use of Computers in the Library

The public provides computers for use for these purposes:

  • To search the online catalog of the Coastal Resource Sharing Network
  • To search the property database provided by the Lincoln County Assessor.
  • To use the Information Station network computers for research and web-based free email.
  • To use the Computer Bay workstations for research, preparation and printing of documents, and the taking of exams online when proctored by library staff.

The library also provides limited wireless access to laptop computer users.

The library staff reserves the right to set the parameters of the software and hardware on library computers for the most efficient use by multiple users. Any attempt to modify or customize parameters will result in the loss of privileges. This includes changing of the Internet browser profile for email purposes.

Computer users may not install, or use, any software not installed by the library on library computers.  Attempts to damage library computer equipment alter computer configuration, or download programs (files) to the hard drives or disk will result in the loss of all library privileges and possible prosecution.

Attempts to hack into the library computer system or any other city computer system, to interfere with system operation or security, or to gain access to another person’s files or authorization codes will result in the loss of all library privileges and/or possible prosecution.

At any time the library staff is authorized to take immediate action to protect security of computers and networks. This includes requiring a user to leave a terminal, and contacting law enforcement authorities. The Library Director may revoke the Internet or library privileges of any individual who willfully ignores the policies of Driftwood Public Library.

Because sight of computer screens is open to those using the library, including children, library computers are not to be used to generate material that is obscene as defined in ORS 167.087 or that contains obscenities, nudity, sadomasochistic abuse, sexual conduct, or sexual excitement.  Library staff are authorized to interrupt and disconnect any computer session resulting in the generation of such material including email or participation in chat rooms.

Library computers are not to be used for any commercial activity, or personal business transactions. Online game playing is not an appropriate use of library    computers and is not allowed. Users are advised that because security is technically difficult to achieve, any electronic transaction or file could become public information. Users are responsible for the content of any material they send from or receive at a library terminal.  Downloading of files is not permitted at any catalog or Information Station terminal. CD-Rom drives on all library computers are blocked.

All persons using library computers are responsible for printing costs resultingfrom use of the Internet and any damages to equipment, software, or connections, resulting from abuse or inappropriate use. Parents are responsible for printing costs for material generated by their child’s use of computers in the library. Parents are also responsible for any damage that may result from misuse of the terminal hardware, software, and connecting wiring. Unpaid costs or damages will result in loss of privileges and possible prosecution to recover damages.

Reserving Computer Time

All computer terminals in the public area of the library are available on a first come first served basis. Users are requested to enter their starting and ending time on the notice boards provided at each workstation so those waiting for use may know how long the wait will be for each station. No more than one person at a terminal at one time, except for parent and child use and those being taught to use the Internet by library volunteers. Both persons must sign in before using these computers.

Minors must have a signed parental permission form on file at the checkout Desk. Children under the age of 13 may use computers in the library only when their parent or legal guardian remains with them at the computer terminal. A signed parental permission form is also required for minors to use wireless access in the library on their own laptops.

Lessons for use of the Internet are available only from library volunteers. Users may register at the checkout desk for a one-hour lesson, limited to two refresher lessons if there is an opening in the lesson schedule.

Wireless access at Driftwood Public Library

If you have a laptop computer enabled with Wi-Fi, you may access the Internet while visiting Driftwood Public Library. Bring your laptop with wireless networking card installed to the library and connect to the Internet.

Wireless Card Settings:

Mode: Infrastructure
SSID: any (lower case)
WEP: disabled

Please be advised that: Printers are not available via the wireless connection in the library. Library staff is not trained to assist with connecting to the wireless network and may not assist patrons with accessing the network, installing wireless cards or patron-owned software.

There is no guarantee of service at any specific time.

Service Is not available in all parts of the library.

The Library's Internet Policy applies to the Wireless Internet Connection.

The Library assumes no responsibility for virus or security protection; any alterations or interference with a laptop's configuration, operation, or data files resulting from connection to the wireless network; or damage, theft, or loss of any kind to a user's equipment, software, data, files, or other personal property brought into or used at the Library's facilities. Patrons shall defend, indemnify, and hold the City of Lincoln City, Its officers, employees, and agents harmless against all claims, actions, and judgments based upon or arising out of the patron's use of Library wireless connections.
